works (and is returning a "readthedocs" comment)

however https://bugs.libre-soc.org/rest/{anything} 

is not working.

this indicates some sort of error with the nginx location-redirect section
in sites-available/bugzilla

    location /rest {
        rewrite ^/rest/(.*)$ rest.cgi/$1 last;
    }
